Not a law, but rather countless psychological and sociological studies on the subject which have amounted in quite a few a theories that so far seem to be holding their ground quite well (and people scoff on them for being soft sciences, ha!), the one you're thinking off is likely the "bystander effect".

Bystander effect: the more there are people around who don't help and or seem to react to an individual in trouble, the harder it is to go against the social norms that are hardwired in us to follow the rest of the herd and help the person.

People can then add give various justifications such as "no one else is helping, why should i", "if there really was a problem, others would have helped" to the more pragmatic "im too busy, havent the time or motivation to break social norms for this person" to reinforce this notion and further solidify their decision not to help.

In the US you only have a Duty to Rescue when you yourself creates the hazard into which another individual falls else you are liable for civil lawsuits.

I hadn't seen that video before. Disturbing. As far as I can tell, the assult is carried out by two people. The first one only kicks the boy lightly.

The second one ( with the blue shoes) kicks him, then tries to break his fingers by standing on the boys hand, when that doesn't work, he drags the boy to the side to "CURB-STOMP" his fingers into breaking.

( I put emphasis there because I've seen several commentors say something about the assult "not being that bad" or " just making him cry")

It's hard to tell if the curb-stomp manuever was successfull in breaking the boy's fingers, but given that he doesn't bend them afterwards, I think it's safe to assume the child has one or more broken fingers.

Evidently the title about "racism" is meant to mislead. I am not entirely sure the boy is "white", so that would make sense. I've seen several posters mention something about the boy stealing. That is interesting.

The boy in the video appears to be between the ages of 9-10. Which, I personally believe is far too young for the punishment he is getting. Regardless of whether he stole something or not. If he was 15 or older, I would not have a problem with a thief getting rough justice, but a child getting that treatment is more on the side of torture than punishment.

It looks like that kid stole something, from what I can gather at least. The attackers seemed to be aiming for his hands/fingers. But there were also some kicks to the head, so I don't know. Still, what ever that kid did to piss those guys off, I'm sure it didn't warrant a beating to that calibre.
