I don't know... I'd just feel guilty to my boss and co-workers for wasting time they'd possibly have to make up for as well as the risk of a colleague having indigestion and getting up to noisy and smell business in an adjacent stall. But hey, that might just be part of the thrill I'm missing out on.
You ever seen how inconsiderate the general population tends to be when it comes to this sort of thing? That's not really why it's taboo. It's taboo for the same reason it's exciting--the risk of being caught. It's inconsiderate in ways that are socially acceptabe, just like public displays of affection. Thing is, even making out in a bathroom is rather tame.

Fully aware, I've absolutely no problem with other people doing it barring co-workers from whom I need shit done now.

But it being high reward? That's the part I just can't wrap my head around.

If you're going for risky taboo things with high risk of being caught I can see so many more fun and exciting places and ways... That aren't toilets regularly being used by others...

It's not that I don't get risky being exciting. What I don't get is why of all places you'd pick an office bathroom and call it high reward?

Why not do some heavy petting in a public park in a somewhat secluded spot? Cop a feel under the table in a restaurant? Some teasing while stuck in traffic?

I don't know... Maybe I'm just not cut out for the exciting world of office romances...

Don't look at me. I've been there and done that. Movie theater, elevator....

Neither am I. I'm more speaking to the draw of why one might do something in an office.

...now, if we want to talk other buildings....

The only question that remains is if it's already been done...

OK. So the results are in. I'm definitely getting a "Fuck no." vibe from them. XD Fair enough. I suspected it was like this but I wanted to be sure.
Straight female reporting in. The problem with flirting while they are at work is that they are essentially a captive audience, and their behavior toward you is under constraints. If they don't like it then they may not be able to express it properly and maintain professionalism, and even if they like it then the problem is the same. They also can't just walk away, and they might worry about you coming back later if you're familiar with their schedule.

And for what it's worth, I've been hit on by guys at work. Every time I am certain they thought they were hot and likeable, and every time it was awkward and unwanted ;-)

I think I remember this has actually been done. I know there's a "zero G" club.

I think it's somewhat telling of human nature is that one of our first impulses in any scenario seems to be "wanna screw?"

Not sure if it's good or bad, mind.
