I am amidst painting my Chaos Army and I have to ask: do most players care about how good their opponent's army is painted?

It's not that important. No one will expect you to paint your models to the level of Golden Demon entries. Just a basic lick of paint will do. Most people I used to play against didn't do much more.
That said, I did enjoy games against well-painted armies more, mostly because their owners tended to be better, more serious players.
I do think it's important to conform to the WYSIWYG rule i.e. all weapons and wargear are represented on your models in some way. Helps avoid arguments. It's also a requirement in tournaments.

I went up against more than a few solid black or even plastic gray units in my time, but it really is more interesting to do battle against a fleshed out army. Really, half the hobby is about making your army look nice and if you're not going to give it a solid go... maybe it ain't the hobby for you.

Don't worry to hard, as long as you are a fun player, people dont get riled up. Also I have found that if not the store reps then somebody around your area can show you some cool techniques. Drybrushing FTW!
I'd say that the primary reason I do not participate in WH40k is because I have no interest in assembling and painting models. I've tried to do it on three occasions now and I just end up with a lot of hilariously expensive paint, a few painted models and a bunch of parts in a box. The relative expense of the hobby doesn't worry me, but I figured that, if I wasn't willing to paint the things I probably shouldn't participate. I have looked into purchasing stuff that other people have painted but thanks to the pain in the ass nature of the whole thing, the increase in price is far too much for me to be comfortable with.
As a rule, most places and people don't really give a darn about painting quality. While some places, mostly tournaments and the like, will require some sort of paint job, most don't even care if they're painted. My local Games Workshop for instance requires only that your army has been basecoated (meaning they've been painted or sprayed a single colour, usually black), but yesterday when I went in for a few games I saw at least one army where two thirds of the models were still bare plastic and metal. My own space marine army only had 12 of 26 models covered in anything other than black spray paint.
I would recomend getting into the painting side of the hobby though. First of all it's a commonly held superstition that painted models perform better than unpainted ones. Secondly it's much more fun to fight a painted army. Finally, I've been playing various GW games for a good 8+ years now, and when I started I was a terrible painter and I hated painting the vast hordes of tiny plastic warriors. Since then my painting ability has improved greatly along with the enjoyment I get out of it. I'm still a pretty terrible painter thanks to my shakey hands and poor eyesight, but it's still a wonderful feeling when I finish off a unit and put them into my display cabinet.

Which is a good thing too, as loads of gamers have little to no skill in painting, especially when you have to sit down and do hundreds of things.

I do check out how the army is painted and how much detail / time my opponent has put into the painting. For me a standard ork takes about 30 min to paint (after I've sprayed it black) and vehicles and bigger stuff take a bit longer. Some people have commented me on them but I don't think they are anything special. Of course it's more fun to play with a painted army since it looks a lot better then if unpainted.
But I wouldn't care if the opponent had unpainted units, that just means they don't like to paint or have the time or just like the game itself.
