i think one of the biggest would be alpha protocol. the hacking minigame was fucked, the pistols were overpowered to the extent they broke the game and you got stuck on corners yet its become a cult classic and loved by a good chunk of players despite shitty reviews

Acceptably buggy. Hmmm.

Morrowind, maybe Oblivion. By the time Fallout and Skyrim rolled around, I really got the not accepting the excuse anymore when they should've fixed their crap by then. (It took 3 tries to not have the main quest glitch, numerous sidequests derailed, and both DLCs glitched out their main quests for me, Skyrim-wise. To say nothing of Oblivion's "you are a vampire forever" bug that they never fixed on PS3)

There's the occasional funny glitch, but it tends to show that the developer didn't test properly, and theres probably detrimental glitches lying around somewhere.

Wasn't Emperor of the Fading suns kind of glitchy? That game is fun but still has a lot of glitches.

Fallout: New Vegas. It's buggy, but I still enjoyed the hell out of it.

Kerbal Space Program. Mostly stable now but there's still a few bugs here and there. For a game that's been a playable Alpha for years, it's expected and yet still fun to play.

Saints Row 2. The PC version is still buggy. And it's a great game.
