In regards to the moon, why not set inside the moon, considering the Hollow Moon theories buzzing around?

Why do they have to be impossible? I'd be happy for them just to have an on land city, but the city itself is wild In some way, rather than its location. Everybody knows about it. Is no secret.

it will be a a hyper-militarized modern city time travel-blended inside a ruined, nazi-occupied france, or maybe for added timey wimeyness an alternate reality of a nazi-occupied america. it will deconstruct american militarism by demonstrating the similarities between our modern military and that of the 1940s, and the nazis themselves. there will be sections that function normally, sections disrupted by being transported next to and into old dilapidated war-torn parts of the old city, and parts where everyone is fighting everyone because no one knows WTF is going on with all these nazis and s**t where the coffee shop used to be. and of course this reality has some unethical nazi scientist who creates all the anachronistic technology and magic powers from the modern stuff teleported in. you start off a citizen of the old city, and the modern americans are your allies at first "liberating" you, but we all know how that goes....

just need some way to marry the anachronistic tech. obviously modern soldiers will mop the floor with nazis, so we gotta find some explanation for the equivalent to plasmids/vigors the nazi scientist comes up with. maybe commies can be involved? obviously a very rough idea, but i think it has potential.

A ground-level city with a cloak of some sort would work.

But yeah, I'd be betting on a City on the Moon.. but 1980s style.

A city out of molecular vibration frequency with the rest of the world so most world can't see or touch it but it's there towering over Los Angeles. Also in the 80s.

Another choice is a city the size of a snowglobe hidden in a nice home somewhere, maybe on the window sill, so the sky and crud is awesome looking and the lighthouse shrinks you down and teleports you there. This would be in the 90s.

Or maybe it can be the secret world of a modern day city and you have to be branded with a mark to be able to see the doors in and out. The game could start with a white-in fade with blood-splatters already on the screen and your character crawling his silly ass away from a lighthouse to a boat.

Maybe he's coughing up blood and gagging to signify that his speaking hole doesn't work anymore so he won't be constantly spouting things like "hmm" and "wha--?" and "here's a constant reminder of what to do even though you're trying to explore".
...seriously, Dewitt, shut the hell up.
