I reckon that zerg rushing on Veteran is more of a pain because you die in 2-3 hits, rather than them being any better. That, and the fact they can 'see you at 900 yards', if you don't use a silencer.

First off, it's simply not true that there is no way of having a decent AI. AI is a field of computer science, which is being researched and there would be some issues in current games that could be solved nicely with currently known algorithms. But I've read somewhere (don't remember where) that most game AIs are often written by guys that had no interest in AI before that. Part of the problem, I guess. Also, games with crappy AI sell just fine, because gamers only notice that after purchase and "crappy AI" is no reason for a refund ;) That's probably the bigger problem: An AI for a current game is most of the time just equipped to do the absolutely necessary: Shoot. Perhaps evade. That's it.

Silent Line Armored Core actually had a part in it where you could "train" your AI. The more good stuff you did, the better it would become. I actually spent a week on one AI and made him actually so good that none of my friends could beat him. If you ask me, if you can make a game so sophisticated that you can actually teach your AI how to play, you can make other games with ones that don't suck. And seriously, if companies can't spend a few extra hours programming AI to make it not suck, what are they getting paid for?

Yeah, the Skaarj were pretty intelligent.

They were also pretty similar in Unreal 2 (I still stand by my opinion that it's a good game, dammit). As well as all the tricks they had in U1, they could also block your shots while charging you - Neat, in that it meant that they were actually gaining ground on you.

Too many "intelligent" opponents these days keep their distance and shy at bullets. You don't get many just blocking your shots with their damn claws and closing the distance between you and them to gut you.

For AI problems I love what I did in MGS3, I got up to 95% camo and hid in some rough shrubs, as a patrol guard walked past I managed to get a tranquiliser in his neck, those who have played MGS3 know that one dart will take a while to send someone to the land of nod. The wierd thing was, he did become alert that he had been shot in the neck, but after checking around not seeing me he said "Huh? Musta been my imagination." With a projectile syringe still lodged in his jugula.

Also Goldeneye, a classic, but did anyone notice when a soviet pulled off a dramatic combat roll, but while he was at it you thudded into him with about 30 bullets, he would have to finish his combat roll, stand up straight, then acknowledge he had been shot, then fall down.

It's sad that you can replace "3" with "2" in your post and it would be just as accurate. I remember in Halo 2 there was a section on one of the Earth levels where the Marine A.I. insisted on driving in circles forever until I killed the one enemy who was hiding behind a rock that wasn't even in my line of sight.
I genuinely wouldn't mind that, because (according to the AI) you can't move on until everyone in the area is dead, MY problem lies when I've killed EVERYONE, yet the AI keeps turning back for no apparent reason, so I've gotta bundle 'em out of the warthog, drive it beyond whichever barrier they refuse to cross, THEN get back on the turret.

and god forbid you want to go up a hill.

I've found the AI in most of the recent "epic" FPS games are good at providing a challenge to hurt, eg staying in cover and not looking out till your cease firing. But are unable to counter attack or develop any kind of strategy to effectively execute a solution to slaughter the player and whatever aillies/redshirts that tag along.
Most of the decent AI I've seen have come from less popular/overhyped games. Anyone played Freedom Fighters, sure the graphics were pretty bad compared to anything released in 2005-now, but the AI did provide a challenge.
Developers (and I mean no disrespect to them as they are being pushed by companies with as much compassion as a mass murderer) find it easy to up the difficulty by adjusting damage values.
To rebutt the above argument. F.E.A.R. has good graphics, AND AI which provided me with many hours of "how the hell do I take out that 3-man fireteam and the lone flanker with friggin' Laser gun."
The only AI I've actually found to push my limits and seriously piss me off, without cheating, are the bots one can train in Red Faction 2.
Sure you can play around with their weapon-prefs and stats, but currently I've got 5 very scary and very angry Ninja-Commando hybrids in that game that are bloody hard to put down. Only the instagib mode allows me to win with an almost clear margin.

As for sucky AI well anyone tried to play Empire Earth or The Moon Project?
In case A) we have a combat oriented AI with a complete and total indifference to research after acquring rock-throwers. In case B) Short of the 2 highest settings the AI will attack your base constantly, hell in a Free for All they will gang up on you anyway, and while this is happening, you can calmly ignore all the bullets and missiles and build up a surprisingly large base, AT THE SAME TIME!!!
I will say however that the 2 highest difficulty settings are practically proof that the computers are scheming to end us all. They use tunnels to flank you from underground. Air strikes coordinated with ground forces and super weapons. Building forward supply depots to speed up the supply and logistics chain (all units require ammo resupply) In the case of the Eurasian Dynasty, using massed decoys with a few real combat vehicles to draw out your security force while their real tanks hit your supply depots and supply VTOLs from the other side.

i've been playing Call of Juarez recently (awesome game) and the AI in that constantly suprises me, they actually try to avoid getting shot, duck behind cover (a lot)e.t.c and try to flank you. some of the best AI i've seen in a game for a long time. also, when they miss, mostly they only just miss you, in most games it either seems to be a hit, or thousands of miles off (like a drunken penguin trying to fire a rocket launcher whilst wearing upsidedown goggles and suspended from a swinging chain)
