Like with the main evil dude in Now and Then, Here and There. Everything about him screams EVIL in the most ridiculous way possible. There's also Wyald from Berserk who is obviously meant to be the most vile individual you've ever seen. But it becomes so overbearing that it starts to fall back in on itself.
I think Balalaika from Black Lagoon strikes a good balance. She's undoubtedly horrible, but carries herself in such a way that she demands your respect. Her dark nature doesn't take center stage to her personality.
IMO Mozgus was the easiest one to hate in Berserk. Wyald was so over the top it almost felt like satire, and he at least admitted to being what he was. Mozgus, on the other hand, had his holier-than-thou attitude and constantly justified his horrible actions with serving a higher purpose. Good thing he got axed good.
Since I haven't been reading manga recently, I'm hard pressed to remember any names, but I can still remember some characters.
Gantz was absolutely ridden with detestable scumbags, with even the main character starting out as one. There was one guy who basically raped anything with a hole in it, and in the end he got killed by a giant woman made out of women. One character, I think his name was Izumi, was basically arrogance embodied, and he committed mass slaughter only to get to Gantz. The first character who has any knowledge of the premise of the series is an irredeemable, sociopathic douche with no regard for anyone's life. And those are just the ones I remember off the top of my head. The entire series is basically a douche-fest filled with horrible people.
The evil empress from Magi (can't remember the name because the series' cast seems to number in the millions) is a real scumbag too. Utterly devoid of any sympathy and only driven by her desire to basically summon Cthulhu to Earth, she's a sadistic, evil *****.
Dilandau from The Vision of Escaflowne is a bloodthirsty pyromaniac and psychopath who will slaughter anything in front of him if given the opportunity.
