Well seeing as it's worldwide downtime then, how would DDoSing it work? They would have a different (room full of) server(s) for each area, you'd need people from each region attacking the specific servers for their area. (Or dividing equally between the servers)
The amount of people needed for such a task would need to actually work together, it would take a lot of planning, and seeing as it would need to be public, we'd have known this was coming way before it happened.

Unless I'm wrong in thinking that areas have their own servers, and hitting particular parts is more damaging than sucking up the bandwidth as a whole. But from the little I've used Facebook, chat has failed independently of the rest of the site, I don't know much about how Facebook works, I just know it's quite possibly the most used site on the web, and it should have servers that can handle a DDoS.
To take it down, it would have needed to be public to get the amount of people required on board, it wouldn't have taken Facebook by surprise.
It's fucking impressive if they have however.
