Level 5 uses to make cel-shaded games.
Dragon Quest VIII is one of my favourite RPGs on PS2. It's impressive the size of the world you have to explore in that game. It has random encounters and turn-based battles, but isn't very grindy. You can finish the game bellow level 40 of a maximum of 99. It has an alchemy system for crating every kind of item.

Dark Cloud 2. RPG. PS2. You can build cities with pre-existing buildings. It also has a crafting system for your items. It has real time combat, and you can pilot vehicles.

Loads of good ones mentioned and I seem to have played 90% of them. I had no idea I played so many cel shaded games anyway I am not going to re-mention a lot of the great ones that have already passed with 2 exceptions

Valkyria Chronicles
Okami

Get these 2 now they are 2 of the greatest games ever made.

On a less great but still fantastic note theres the Disgaea series which I didnt see mentioned (but could have missed it) and is Persona 4 Arena cel shaded? ah whatever get it anyway its great.

I am actually playing the Sly trilogy atm and its pretty good tbf although I am already liking the second game more than the first.
