I've found the only limit is on your download speed cap. Maybe your ISP has "traffic managed" you, possibly if you've exceeded a cap?

I download at 3.5MB/s (megabytes) usually, sometimes slower, sometimes faster but generally a 7.5gb game takes about 20-25 minutes. Try pausing and resuming it, check your firewall allows the appropriate ports [https://support.steampowered.com/kb_article.php?ref=8571-GLVN-8711] through, perhaps wait till night time when there's less Net traffic (though if it's been two days solid that probably won't help!).

I live in Australia too, and I always get pretty shitty download speeds. My ISP is capable of handling a couple of megabytes, but downloading from steam I'm lucky to get 100kb/s. It took me three days to download the Shogun 2: Total War demo, for fuck's sake. :S

Two days and it's only half done? Sounds like the problem I had with my computer a while ago. Reformatting it helped greatly though, and since I'm not a tech expert I can't explain what's going on with your computer.

if the signal hits a tall structure (like a skyscraper) you get diffraction, so the signal doesnt arrive in about a 45 degree area.
The signal will be absorbed by any object regardless on how tall it may be, even if it's your own 4 (5?) walls. Also, the higher the frequency the more energy that's required for the signal to pass through the object thus a lower signal strength and slower bandwidth rate.

I despise Steam but they do boost my internet to its maximum download speed, don't know what you're doing wrong.

OK so the problem is either internet speed. It could be simple your internet is slow, it could be your internet is being used.
If you press on the game you want to play it will load a window that will tell you how long you have to wait and will priorities that program making it down load faster...hopefully.

Depends on your dl speed, steams mood, and how much steam decides to like you. Trust me, I've had download speeds ranging from 500kb/s all the way down to 5 xD Steam is unpredictable as hell.
