Not really, it takes place centuries later with no direct overlap. It's a SNES-style RPG from a time before 80%+ sales on RPGMaker flooded Steam with them. Almost certainly not what you're asking for, but it is an oft-overlooked game with a gloriously bizarre premise, interesting tension and insanity mechanics, and dozens of upended tropes. I think the main problem is the games with similar platforming designs tend to go for bright-colored, open-air settings (like Forward to the Sky and the Ys series), the ones with similar combat focus far too heavily on it, and the ones with similar aesthetic tend to go for different genres (2D platforming, RPG, Puzzle, etc., etc.). Strangely enough, the game you're likely looking for is Epic Mickey, which is not on Steam. Epic Mickey 2 is, though, but it's not quite as good.
