Far Cry 3 has a great map generator and there's always Minecraft and Teraria which I'm having a blast playing on the 360 at the moment.

Starforge sounds like it might be sort-of like what you're looking for, it'd be worth checking out at the least.

You can check it out on Steam or just Google the name, it's in Alpha at the moment, however.

So you want an editor side where instead of a hugely complex one listed above like Garry's Mod, FC3 or Crysis' editor where you have to do everything manually, you want something more focused towards city building, like say, SimCity 2013's.

Then switch to FPS/TPS mode where you can then run around the city you just made and wreck havoc, perhaps set up a crime/gang mode where you duel it out with enemy gangs for control of the city via territories and such, taking over buildings and upgrading them, upgrading your minions, hiring new ones, intimidating rival gangsters. Evade the cops, or set up traps to have the cops capture the enemy gangs. Kind of like the zone control gameplay of Saints Row.

Hrm... AFAIK, such a game mode doesn't exist.

I'm actually developing and working towards making a city building system for another game design, but it shouldn't be hard to convert to a gangster fight type of game actually. I know I've desired such a gameplay mode of semi-RTS/FPS merged together since I've played Saints Row. The primary issue I think, would come with balancing how the gangs interact and being able to do more than just gun people down. Are you a subtle boss, doing things like choking off drug supply routes and undercutting their profit margin, or an in your face, destroy their factory type?

Just... give me a couple years. ;)

The closests may be Gmod, the only thing missing there is a map editor but you can edit levels with objects meaning that you can build a fortress out of stuff and shit like that.
