The Medieval Hashashin would disagree with you.
i.e. The guys depicted in Assassin's Creed 1, who actually did kill their targets in a grandiose public display.

The idea was to cripple the morale of their enemies and show off their power.

True spy game, would that be really boring seeing as mostly it involves just acting like someone else or doing paperwork and... oh wait, you mean movie spies. Ugh, go try some stealth based game. They usually do that sort of thing. People seem to like Thief I guess.

I suppose it's a display that says 'We can kill whoever we like, wherever we like, whenever we like, don't fuck with us.'

It would be a lot more interesting if some of the shock tactics employed by the Assassins were used in the game, such as sneaking into a target's bedroom and pinning a note to their pillow with a knife.

Deus Ex: Human Revolution.
It is more of RPG, but you can do 99% of game without killing a single person, by just using sedatives, hacking and stealth.

Now, I DO remember reading a review of a game that was pretty much exactly what you want, but I don't remember what it's called and it got a really bad rating (4/10).

Alternately, you could try Uplink, which is pretty much as spy-like as video games get, although it's all about corporate computer hacking rather than stealth.

Ok i admit is not just action, but i wanted a entyre stealth game, not half stealth half action, like MGS 4 did, dont get me wrong i still lithem both, bet they arent really stealth.
