Arkham City Secret Radio Stations

There are 3 secret radio stations in Batman: Arkham City, they're located on the far left side of the display at medium height, the far right at medium height and the middle at the top. When you tune into them you can hear a voice ominously reading off a string of numbers, the first set of numbers translates to "I will return batman" (switch the numbers to letters) but I can't crack the other codes, here are the other sets of numbers

5-15-9-7-21-18-18-14-3-5-24-15-12-7-22-3-10-5-13-9-22-3-8-25-26-15-16-25-10-15-11-25

It's not the riddler reading them, maybe you guys can solve it

Well all the numbers are under 27, which would likely mean that they correspond to letters, but from that you seem to get gibberish.

One of them says I will return Batman. It was on Achievement Hunter. They didn't show the other one so I have no clue.

Lets see. If you let 26=A, 25=B, and so on, scramble the letters around, drop some, then add some in, then drop some more, you get "Buy this game again and get all the DLC".
