already have done. she said no. actually it's a bit more complicated but it was just my horrible timing. and my not being clairvoiyant. we're still friends though *secretly hopes she dumps her boyfriend*

In your case, with your friends, go for it, since you know they both like each other and haven't made the move yet.

However, as a rule of thumb, unless you know they would return your feelings, don't do it, I've lost several of my closest friends because of that (on both sides of the fence). I (and my ex friends) took risks and we paid for them. Sucks, man.
