I can only think of three at the moment that I would want on a team.
1. Dr. Nefarious- Ratchet and Clank series; he's hilarious and I would get Lawrence as a bonus. I like Lawrence.

2. Emperor Zombie- [a href="http://www.youtube.com/watch?v=_64GdGhuOkU"]The Amazing Screw On Head[/a]; I think he's funny and he has a monkey for a henchman.(and two old ladies) What's not to like about that?

3. Richard-Looking For Group; What's not to love about Richard?
If I think of more I'll make sure to post them.

Megatron(tranformers) - giant robots from outer space. is more reason needed?

The G man(half-life) - Overall strategist, leader... you know if he feels it will help accomplish his goals... and he feels like it... also who else would be able to keep these guys in line?

To make this fun, I'll avoid god-like beings like Darksied or Galactus.

1: Lex Luthor (DC Comics).
A lot of resources, one of the smartest people in the DCU, plenty of connections, and great PR. Has gone toe to toe with the biggest big shots in the DCU like Batman and the Justice League, and fights Superman on a regular basis. A natural leader for any group of villains.

2: Eneru (One Piece).
Can hear things from an absurd distance, and when he's up close, he's able to predict every move you'll do. Can move at the speed of lightning, can shoot giant thunderbolts, and can turn his body into lightning making him almost invincible. He'd be hard to control, however, because he believes that he is a god. Also has his own followers.

3: Dr Wily (Megaman)
Able to create a decent army of robots to attack with, and with the resources now available could create even more destructive and powerful machines. Mostly just there to provide mooks.

4: M. Bison (Street Fighter)
A powerful fighter, with several powerful fighters under his command, and an entire evil organization to provide even more resources.

5: Shinobu Sensui (Yu Yu Hakusho)
Basically playing the same role as Bison: a very powerful fighter with several other powerful individuals following him. However, he's more included for muscle.

6: Ganondorf (Legend of Zelda)
Someone with a great understanding of magic, a good army and is an extremely powerful fighter, holding the power of the gods. Decent swordsman as well, with some of the more powerful mooks.

Of course, this gathering would tear each other apart very quickly. Big egos and a refusal to share power. But it'd sure be interesting when they finally do go at their throats.

Best team of villains? Hmm . . . probably all the major DBZ villains after and including Cell. Might have something to do with them blowing up galaxies for fun like it ain't no thing.

Spoilers for the fantastic novel 'the rook' contained within.

My goal is not conquest, but to rather seize behind the scenes power and then syphon off the budgets of the worlds governments while ensuring that my position is secure enough that no one can topple me.
1-The big stick-the clockmaker (the prefect) the clockmaker is an AI with a penchent for improvised traps and sadistic tortures. It once engineered a device to keep a prominant law enforcement official awake for years on pain of explosive decapitation and it shows a determination to cause suffering that borders on the daemonic. The clockmaker would be both the ultimate threat of force to back up the team's authority and an area denial weapon for any potential forced exfiltration. Seriously, drop it into London or New York and it will take the government years to dig it out.

2/3-Enforcement, interrogation and intimidation-Messers Croup and Vandemar (Neverwhere), these two would be my primary muscle, ensuring that those who look like they are going to be the nail that sticks up get hammered down effectivlely. They would also remove threats and keep those who I have in my pocket in line. As an added bonus, we know that they are loyal to their contract.

4-Logistics, Bishop Grantchester (The rook), a genius with money, Grantchester would be in charge of A. ensuring that all minions and personel are well equiped, B. the tribute money is flowing nicely and C. that all of the team are getting their fair share in full and on time. That is the most important thing, that my super team of evil dickbags are kept fat and happy in my employ so they have no reason to try a power play. Grantchester is also highly pragmatic, not pointlessly dickish or likely to betray for the sake of betrayal and can exude nerve gas from his skin.

5-Information and operational security-Professor Moriarty (Sherlock holmes) Not much needs to be said here other than when you want to be a shaddow government, you hire the best to do the shaddowing.

6-Command and control-Aurora (the prefect) an utterly ruthless AI that is nontheless still very good at representing itself as benevolent to those that would be able to stop it. Aurora would be the the velvet glove of the team as well as the brains behind the organisation and planning.

If I was to share the spotlight with other villians I would want those who were successful, or highest impact players.

The army would be the machines, who succeeded by practically driving humanity to extinction and were only defeated because they in essence gave up

Revan would be my chief of Philosophy based on his history of creating an entirely new movement in the force

Bane would be my enforcer for his success at not only for breaking the batman, but for outthinking the worlds greatest detective.

Unicron would be my Juggernaut based on the long track history of destroying moons, planets, and entire civilizations

Kefka would be my Mad scientist, though he would require extensive education to cope with modern science and technology, but even still He did manage to do what he set out to do in destroying the world.

Kerrigor would be my torturer and executioner for how much he adores his work and his insatiable hunger.

I think with my direction I could keep these 6 in line enough to do essentially whatever I want.

Madara/ Tobi. His teleportation technique come in handy.

Joker. The team need some humour in it.

Runner up- Ganondorf (some one of the member get killed/ capture somehow).

EDIT- I can't believe I forgot about the Demon sister Scanty and Kneesock. They will be in the runner up for now.

Okay, I've given it some thought and this is the best I can come up with:
1)Sauron - LoTR
Just to clear things up this would be Sauron from before the forging of the rings of power and the fall of Numenor. Sauron would be excelent for PR (Look at how he dealt with Numenor if you don't see why)before we put our evil plans into action and would be very good planning what we would need to do. Also badass with a mace.
2)GLaDOS - Portal
Not just because she is intelligent and good for plotting but there are another 2 main advantages as well. Firstly, she is integrated with the whole aperture facility so would provide a fantastic base of operations including a large manufacturing facility. Secondly she can give all of the team members ASHPDs. Just imagine Sauron fighting with a mace and portal gun.
3)Yuri - Red Alert 2
Yuri would help get around the minion army problem. Before the fight Sauron can lure people in for Yuri to mind control into a completely loyal army. He can also help GLaDOS in creating new technologies for our army to use and dominate with. No Chell escaping from aperture and foiling our plans.
4)Kessler - Infamous
Kessler's powers are perfect for attacking large concentrated population centers. He can also extract information from captured enemies without the need for torture. He can help Yuri's army by giving some members powers and training them in how to fight against powered heroes (look at what he did with the first sons). Like Sauron, he can be used effectively both in the middle of a battle and in the planning stages.
5)Galbatorix - Inheritance Cycle
I think the main threat against the team will be nukes and aircraft (EMP is a huge problem for GLaDOS).
Galbatorix could use magic very defensibly against both of these and he also comes with Shruikan the ridiculously over-sized dragon. Shruikan would also be very handy for transporting the team very quickly over large distances where the ASHPD would be ineffective (no line of sight). He is also skilled in PR and manipulation, though Sauron is undoubtedly better.
6)Kane - Command and Conquer
He's a charismatic leader who can't die and knows a lot more about alien technology than anyone else. Sure, he's no good in a fight but I think he would more than make up for it in technology, PR, and planning. We would need more than one base of operations and look at how well designed the nod base in Sarajevo was. Finlay, Kane also knows a lot about A.I. having built CABAL and LEGION himself, so who knows how well he could upgraded and improve GLaDOS.

I designed the team based on two assumptions. Firstly, that there would be no chance of betrayals and power struggles inside the team. Without this almost any villain team we could come up with would tear itself apart. Secondly, that we would start off anonymous and unknown. This team plan mostly relies on large scale PR and mind control recruiting a medium sized starting army before being detected by any government or military organization outside of our control.

id say magneto is the most OP, lets face it every line up here would eventually be overwhelmed by the enemy because, with a whole modern army coming at you even a small one would win, not to mention nukes but with magneto you are practically untouchable unless some one wants to try and beat up kratos (or an alternative tank character) hand to hand (good luck) or can develop some sort of plastic gun? or a good metal alternative and even then you would be limited to a infantry only attacks and without tank or air support against the likes of kratos and alex youre fucked

(3 of mine were magneto, kratos and alex combo for front line assaults on the enemy)
Magneto relies on magnetic metal though and one thing that everyone forgets is that not all metal is magnetic, lead and copper aren't magnetic, plus you could just shoot him with an arrow if you wanted to make sure.

1:palpatine (before he became the emporer so he can be all sneaky and get me loads of power and money)

2:Robot Hitler from Wolfenstien, because what bettter way to antagonise the UN than team up with Hitler?

3:The kraken, No practical reason, but having the kraken would just rock.

4:The Riddler, I can make him think we are doing some other scheme, making him leave clues about that one, drawing attention away from my plans, a sort of over the top distraction.

5: A reaper, because they can just smash shit up for me.

6: CATS so all their base can belong to me.

And 7: (screw you I'm evil I don't follow no dam rules!) I'd have Sauron, because he has a tower made of spikes I can use as my base.
