Nolan will undoubtedly focus on the pre-mutant Bane for the majority of the film, just as he did with Crane/Scarecrow and Harvey Dent/Two Face. And as you quite rightly pointed out, Tom Hardy is a great character actor and it may even be possible for him to exceed Heath Ledger in bringing real-life credibility to an otherwise "comicbook villain".
If only he'd replace Christian Bale (or never have picked him) this film stands a damn good chance of living up to it's predecessor, something which Nolan will guaruntee will happen...
