This has to be the biggest hurp derp moments in science. If a planet has ice water, and it is cold, but the planet has seasons where it gets hot the ice will melt allowing liquid water. Basic logic that applies on Earth also applies on Mars. They knew about this a long time ago. Maybe they are excited because they are actually seeing it.
Nasa always had a budget, it just wasn't meant for manned space missions.
