L.A. Noire will hopefully have the best cast of characters. But for my money, I'd have to say Heavy Rain or Uncharted, and hell even the classic platformers on the old PS2 like Ratchet and Clank, Jak, and Beyond Good and Evil had some damn fine voice acting as well.

Best: Probably ODST of the games I've played (Haven't done Brutal Legend but Tim Currey is my favorite actor of all time)

Worst: Oblivion. Not even Captain Picard could save you from the 4 other voice actors for the 1000+ NPCs who were not very good at their job.

Most definitely Uncharted 2.[footnote]Apart from some spots of...strange...writing. "As the world turns, so does my...boredom." What does it mean, Flynn? WHAT DOES IT MEAN???!!![/footnote]

Grand Theft Auto IV - Michael Hollick is a pro! (Niko Bellic)
Red Dead Redemption - The whole cast.
Uncharted 2 - The whole cast. Sounds very natural. Not forced at all.

I would probably say Heavy Rain which is not a very popular opinion, but, really, I loved ALL of the voice acting, especially from the main characters.
The main characters were very good but those kids really fucking killed it for me. Granted, they were voiced by actual kids, but that's no excuse. There are plenty of child actors that could have done a better job.

I would say it's either GTA4 or Uncharted, MGS4 gets an honorable mention because David Hayter had one of the best standalone performances I think I've ever heard in a game. When you consider solid snake sounds like he's constantly got something stuck in his throat and yet was still able to deliver serious lines compellingly, that's pretty damn impressive. The other characters and the voice direction was unfortunately very animu, but were there someone who actually knew their shit in that director's chair, I think it would easily take the prize.

Persona 3, probably because it has more anime VA than games ones so I recognize more names but each line was flawless. Except Mitsuru's onus of responsibility. I misheard that the first time.

Alright, yeah, I screwed up. The voice acting for Ethan's kids was, in fact, atrocious. So maybe not ALL of the game's VA is good.

At the same time, the kids in the flashback did alright.

Still, the playable characters and most of the supporting cast were awesome.

Even though everyone talks as if taking a breath while speaking will get you killed (which I guess it very well could), if you can overlook that I think its safe to say that Far Cry 2 has good voice acting.
...what, I never started to play the game until recently!

P.S.
Spore? XD

Hmm, probably Disgaea, Tales of Vesperia, Trinity Universe's Japanese cast, Uncharted 2 and Mass Effect.
Oh, and Fallout 3/New Vegas.

Brutal Legend is amazing...the best thing is the slight change of tone when:
Ophelia turns into dark Ophelia, just a small change that really makes a big difference.

TALES OF SYMPHONIA.

CAM CLARKE.
CRISPIN FREEMAN
TARA STRONG.
SCOTT MELNVILLE.

Need I say more?

Oh, and the guy who does Garra from Naruto plays Magnius. Which is also epic.

Also, Brutal Legend is Up there, along with KotOR.

And another game I'm rather fond of is No More Heroes 2. The Dialogue in the first one was repetitive, but I felt that they did a much better job of fitting the dialogue to the story and characters in the second, not to mention the cast, albeit obscure, was brilliant.
