Best cell shaded game

So a week or two ago I was playing Borderlands and my brother was surprised to see it was cell shaded. He said that Jet Set Radio Future was the best cell shaded game ever, to which I disagreed. I don't know what I think the best cell shaded game ever is. What is your favorite cell shaded game?

I do love the style in Zelda:Wind Waker.
Never played Jet Set Radio Future so i cant speak for that one.

Tales Of Symphonia. It is a really good jrpg that has one of the most fun to play battle systems. The story is pretty good with a few twists and it is pretty long too.

Zelda the Windwaker. While annoying and having to sail in the water for hours to get just about anywhere major it was still a good Zelda game.

XIII was excellently cel-shaded. I can't say I've played that many cel-shaded games, but XIII was definitely the best one I've played. The cel-shading in Borderlands wasn't bad either mind you.

The only cell shaded game I ever played was Jet Set Radio Future.

Pretty great game, full of color and an awesome soundtrack. And making your own graffiti was pretty fun.

Yes, Cell shaded is where most or all objects have a thick black border around them
