That guy in san andreas who was voiced by james woods, the goverment dude. Why, no reason other than the fact that he was voiced by JAMES FUCKING WOODS.
Niko Bellic was by far the Best playable character....
But I would say the best character would be Ken Rosenburg... He was always in the middle of shit.
Of course they've also had some memorable Radio hosts... Tommy 'The Nightmare' Smith was probably the best. I mean he was played by Axl Rose, it doesn't come more awesome than that.

If you're referring to playable characters only, I'd say Johnny, he's hilarious, especially if you make him go on a Helicopter tour...

For me, part of what makes Johnny so funny and such a great character is that he has his own gang of man-children who you can phone up at any time and ride around like Fags[small](South Park)[/small], go and get drunk and then stick it to the Federal Government by playing some sweet Air Hockey.

Packie....I have a thing for overly angry and rude Irish men. I can easily relate what can I say ?
I always loved Lazlow's shows. But when it comes to playable characters, I like Carl "CJ" Johnson from GTA: San Andreas the best.
Oh, and Marvin Trill and his radio show, Area 53.

Actually, I love the entire WCTR radio channel.
EDIT: I actually hated almost everyone in GTA 4, especially Brucie, Niko and Roman, who can't go out himself, why does he always have to call me?
