Way of the Samurai.
Way of the Samurai had a brilliant combat system. On the hardest difficulty it was extremely easy to get smoked in any random encounter.

So anyway, here's how the system breaks down for those not in the know:

You attack with the Square or Triangle buttons. Square is a short combo, Triangle is a strong attack. Where things get interesting is when you start blocking (R1). When you block you can hold either towards or away from the enemy, or keep your stick in a neutral position. A neutral position does nothing and merely stops you from taking damage. Useful, but your swords still has a durability meter and too many attacks will eventually break that weapon. Too many attacks taken OR initiated without letting your sword cool will do that.

Now, if you hold back that's like intercepting and sweeping the attack behind you. If successful, the enemy will lurch forward so that you can chop him as he passes right in the back. If you hold forward that's like setting up a sort of forward shove. If you're successful you'll push his guard up and can stab him in the gut. But you might not be successful. You can hold these directions while ATTACKING, too. So if somebody attacks with forward momentum while holding forward (to push) and somebody else blocks while holding back in order to pull, the guy moving forward will be caught and trapped by the guy holding back. Get it? Works in reverse, too.

Add to this that weapons directly influence how much health you have, defense and attack attributes, AND they learn new abilities and techniques based on how often you use them, and you have a pretty complex system. And as I said, on Hard mode you'll die in a mere handful of slashes. So yeah, it's a realistic and highly strategic system.

Supposedly WotS2 ruined all this by completely changing the way the combat works.

I suppose I shall be the first to mention Dissidia: Final Fantasy? As clunky as it could sometimes be this was one of my favorite games I played last year. When I took my first watch through Final Fantasy VII: Advent Children and I saw the fights in that (particularly Tifa vs. Loz) I thought to myself, "now that shit was badass". I loved the over-the-top physics-defying aerial combat. It just seemed cool to me. When I started playing Dissidia there were moments where I started to have my eyes widen because what was going on on screen looked so cool. The game recreated pretty well turning those fights into a video game. I felt that the brave/hp attack system worked well enough for what they needed it to do, which was create enough spectacle in each fight that it looked at least 'pretty cool' if not 'super cool'. I enjoyed/still enjoy that game very much. Fun combat (at least, to me) with cool visuals that make you feel like you are fighting an epic battle. What can I say? Fanservice worked out well.

Dynasty Warriors has the best... no I really can't even say it... its to absurd to say... can't keep a straight face...

I'm not saying it has the best, but Mass Effect's combat system vastly improved between games and I think it'll be a masterpiece by ME3.

Street Fighter 4 of course!
Or maybe Blazblue...
Blazblue for sure. Street Fighter just got so boring so fast for me after I got BB.

Umm... as for my personal favorite... Tie between the Tales series and Fire Emblem. Hard to compare TBS and RPG right?

I know I'll be in the minority here, but I feel like Persona 3/4 absolutely perfected turn-based combat.
Both are good.
However P3 is flawed by poor decisions by AI controlled party members.
Me: Oh, the enemy is only damaged by pierce, and uses Pierce counters... Aegis! Do your stuff!
Aegis defends.

Me: Hey Aegis! YOU are perfect for this situation. Do your stuff.
Aegis defends.

Me: Look, I'll attack first, take a hit, but maybe it'll give you some ideas. Bam/Counter!/Ouch!
Aegis Defends.

Persona 3 FES fixed that (I think but since I beat P3 Vanilla, I had no reason to play FES)
Persona 4 is pretty much the same as FES I think.

But it's pretty standard turn-based (find weakness, attack weakness).
It's actually not fixed in The Answer (the FES-specific part of P3), but it's fixed in Persona 4 and also in Persona 3 Portable.

Persona 4 is really the example of the system done perfectly, but Persona 3 sort of started it so I had to give credit where credit is due.

(For what it's worth, I thought your in-game dialogue was hilarious.)

Also...

Uhm. That's why you are supposed to tell your team what to do - I always set Yukari to heal/support, so she doesn't try attacking with a bow (unless the enemy is weak to Pierce, that is) and I take either Mitsuru and Akihiko or Mitsuru and Aegis/Aigis. Tried using Junpei, he's sitting at level 29 or so. Same with Ken - never used him more than twice. Koromaru is sitting on level 52, while my character already has level 69 Personae (Thanatos, Raphael).

The best way to make sure your character attacks enemy's weakness? Use the "Knock Down" command. This way they will try to exploit the enemy's weakness.

However, what makes Persona 3/FES/4 combat good is that your characters can miss and fall down, losing a turn, enemy can miss/get knocked down, then if everyone is lying flat you can do an All-Out-Attack, after which you get to Shuffle for cards...

...Man, I must finish P3 by the end of the week and start playing P4.
Coming from someone who thinks P3 is the best video game of all-time, even I have to admit that the AI is flawed. In fact, I'm posting this right after being frustrated by a boss battle in The Answer's dungeon. Because Fuuka can't analyze those types of bosses, the whole thing becomes a mess.

Example:

I used a wind attack (Garula) on one of the enemies, and it got knocked down because it was weak against it.

"Oh!" I think to myself. "Yukari has wind attacks! I'll set her to Knock Down."

She literally uses everything EXCEPT Garula. She just keeps firing her bow and doing crappy damage. The AI just couldn't figure out that the enemy was weak against wind, even though I consistently knocked it down.
