The Fallout Universe, I'd say. I just love wandering out in the wastes looking for clues as to why and how the world went to total bullfuckery.

EDIT: Wasn't there a thread like this two days ago?

Yeah, except for the fact the Seanchan, the Aiel, the Shadow, the Whitecloaks, and pretty much everyone else is out to get you thanks to massive racism, fear, and ignorance...sure.
What? I'm confused by this statement. Are you saying that massive racism, fear, and ignorance is an unreasonable thing?

I'd say either the setting of Nausicaa, or Pern.

I really enjoy the feel of the sci-fi world that has slipped in technology, with enough fantastic elements to make it practically fantasy.

I love me some sci-fi, especially when it comes to fictional universes. And I must admit that Mass Effect has one of the best. Star Trek and Stargate are of course excellent, and Star War gets pretty damn good if you count extended canon (KOTOR, books and such).

the 40k universe, especially since every other scifi setting can take place in the 40k universe. The entire ME universe could have played out, rotten to dust and been completely forgotten by the time the emperor unites humanity. the star wars universe can take place at the same time, since it's not set in the same galaxy.

I've said it before, and I'll say it again.

The Harry Potter universe... so long as I wasn't a squib or a muggle.

I know this is a video game site, but I have to go with Tolkien's Arda.

There's a reason that 99% of fantasy worlds today take cues from it.

The Halo universe, when done right, can be pretty awesome. The whole "WWII but in space" idea is just awesome, and even though it's been done before, Halo backs it up with unique and interesting aliens, as well as a bunch of backstory for the humans.

Also, Watchmen. I'd like to live in a world where good people took the law into their own hands, even if it means losing half of NYC.

No real answer to this, is there? Everyone has a different favourite fictional, it's like finding the best movie of all time or the best music piece of all time.

Favourite Universe to observe? 40k. Let's face it, you really would NOT want to live there.
Favourite one to live in? Probably Star Wars or Mass Effect, albeit I'm somewhat limited in my knowledge of fictitious universes.

Dragon Age universe.

Bioware took the time to make a friggin' religion. That's dedication.

Fullmetal Alchemists' universe - the Brotherhood version, that is - seems pretty awesome as long as you don't live in a town in the middle of the desert. You don't even have to worry about losing a limb there, and anyone that wants the special powers can have them - there aren't any "chosen ones" or anything like that.
I think the losing a limb would be worth it....I mean...A bionic arm..WHO HASN'T DREAMED OF THAT!!!
