I actually did a science project way back in the day with how different types of games would effect your heart rate. If I recall right, "Zelda: A Link to the Past" actually had the highest heart rates, which I found surprising. RPG games are also lead to surprisingly high heart rates, I suspect due mainly to intense battle themes.
From memory the most relaxing game I can think of is "Breath of Fire 4." Just listen to battle music of "Men of War." If that's too intense for you, why not try out one of the dozens mini-games like fishing.
Always found "Chrono Cross" relaxing too. Must be the claiming music and beach like setting; I'm on a vacation when playing that game. Just watching the intro to that game ought to claim anyone down.
Any easy enough puzzle/music game is usually the most relaxing, though I suspect those are the least relaxing when too difficult, heh.
