Best Minor Character

Mine would be Peter Stillman from MGS2. Not only was he characterized well but he had half decent dialogue, unlike the main characters.

He's one of the two ghouls in the back of The Chop Shop. You can't talk to him, only learn about him reading the terminal.

Jack from Vampire the Masquerade 2, although he IS responsible for a major plot point in the very end of the game.

He's a rebel like most of the kindred you'll meet in the game, but but he's the only one who doesn't seem to take the whole vampire war in the city seriously, he just wants to help his buddies out and has a blast while doing it. Also, he's secretly a pirate.
You don't get any more awesome than a vampirate.
