The clone soldiers from the original F.E.A.R. I remember they had solid AI and would surprise me during every fire fight.
I'm going to agree with this. F.E.A.R.'s AI was very responsive to situations, and were capable of not only taking and using cover, but using the game's physics system to create their own cover where none had existed before.

The enemy AI in the Half-Life games also works together very well and is very well programmed, but it intentionally places the enemies in places where it's possible to shoot them. I wish there was a harder difficulty setting where they did their best to keep themselves out of the line of fire, rather than a harder difficulty setting where they just do and take more damage.
Seconded/Thirded.

DMC4's Dante on any difficult that's not easy.

Guy's a royal arse to beat.
At least it was realistic, I mean, Nero beating Dante without his Devil Bringer would never happen.

The combine.

"Quick! Hide behind the wall of explosives!"

"Hurry! Run infront of the speeding boat! Then he'll have to stop."

I'd say the combine confused me just from how strangely the AI seemed to swing from brilliantly dodging bullets and utilizing the terrain, to dumbly shooting at the explosive barrel in front of it to get to me.

ive heard there is a few combos that you can do over and over again without him even attempting to block them.

Unless you were looking for that I don't think you'd find it though. More fun to mix it up anyway and give the semblance of an actual battle rather than cheesing one combo over and over again.

The non terminator non flying enemies from terminator salvation. Basically, you need to shoot the weak spot on the back of them. Unfortionatly they always come in teams of 2+ and on expert difficulty they protect each others bottom.

any A.I in the Heroes of Might and Magic series is pretty fucking clever, altho they were more clever when 3do developed the games.

that aside, the enemy soldiers in cod4 and cod: waw can do some clever tricks.

A.I in the DBZ games. they can really put up a fight on the higher levels.

The Final Boss of Mother 3 was very well programmed in the sense of not your typical boss fight.
Also the Soldiers in Half-Life 2 are a clever bunch.

arent all programmed?
I was trying to accent the programmed part to specify that the question was in regards to the programming AI of the enemy, rather than just be an adjective to the 'Enemy'.

That zerg computer player I faced on Starcraft a few months ago.

Not only did it exploit all my unit weaknesses and use spells with uncanny accuracy and skill, it also set up a complex ambush that annihilated my entire army.
I find that the Zerg AI is easy to annihilate, so long as I can reach him with my Zealots before he gets his Hydralisk Den up. And I usually do. XD

Instant-win. I swear, I will be playing HOMM until I die.

The Dawn of War AI are incredibly brutal. I THOUGHT I was good with the Eldar...and I was wrong.

The Combine's AI is a joke. The freakin' Goombas in the original SMB had better AI.

I think the best AI would be the Lakitus from said original SMB.
