So many are truly superb. I couldn't say what my favourite was, much less determine what I thought was the best.

Recently I discovered a long-forgotten gem in a game from my old N64 days that I don't recall having a superb soundtrack at all.

Halo

This, hands down. The Halo games have the most amazing music, thus, themes of any games I've ever heard.

Yeah, every Halo game felt epic just because of the theme. I don't think Gears is as epic as Halo was, the first, second and third.

The TES III Morrowind Theme. My all time favorite game song ever, that game has one of the soundtracks ever imo. I have as much as I can find on my ipod.

Soule is ridiculously overrated, and so is that Utterly simplistic Theme. Elder Scrolls is not something I would ever note for it`s bland music.

On the Other Hand, the Last Remnant, in spite of being a game that`s poorly designed and greatly presented, has an amazing Soundtrack.

The Silent Hill and Hitman series has always excelled in music.

Made the game very atmospheric for Me: Old Crooners singing songs about tiny things like lost loves and good old America while Present day America burns before your eyes.

The simplicity is why it's good. It doesn't need to have the most complex melody, it just needs to do what it does, be a great minimalist piece of music. If you don't like it, that's great, it doesn't mean it's bad.

The Other Promise from Kingdom Hearts 2: Final Mix+
It's a beautiful theme for Roxas but even though it's a boss theme, it sounds nothing like it, so lilting and sorrowful, you can hear it for anything really and it'd work, which is why I really love it, it's dramatic and emotional.

Oh bear in mind this isn't what I consider the BEST theme in a videogame, but for me it's close, just a personal fave. I can't think at all what the best theme is.
