Generally everyone involved with the modern "Persona" series, mostly because a lack of lip synching requirements allow for a lot of freedom in the dubbing process.

Ellen McLain does a kickass job doing the TF2 announcer, as well as GLaDOs, Liam Neeson did alright in Fallout 3, Ron Perlman is fricking master at narration, Samuel L Jackson did well and beyond in GTA: San Andreas. Valve and Rockstar have always gotten voice acting right, i mean name one game of theirs that hasn't been a critical success? I would then say L.A Noire has some good voice acting but i cant make that call because i havent played it yet.

Honorable Mentions:
Bill Murray - Capt. Price, Call of Duty 4: Modern Warfare and Modern Warfare 2 (i seriously could not recognise his voice he did well)
All TF2 Characters - Team Fortress 2 (i know they only do orders and shout outs but it effectively made each class its on character.)

Dishonourable Mentions:
Sam Worthington - Alex Mason (worst voice acting of all time. Repeating the line i cant get these numbers out of my head does not increase the effectiveness of the line.)

I dont know who did it but the person who did the President Kennedy impersonation in CoD:BlOps should win some award of some kind.

I love the main casts from Persona 4 [small](esp. Laura Bailey and Tracey Rooney)[/small] and Tales of Vesperia [small](Troy Baker and Michelle Ruff! YES!)[/small]. Persona 3 had some great ones too, but a few.. missteps made it worse.

Still, Elizabeth [small](Tara Platt)[/small] was awesome. So weird, so over-the-top, yet so lovely.

I thought the line-up of talent involved in San Andreas is still several cuts above most other games taken as a whole. I think San Andreas had more celebrity voice actors than Oblivion had voice actors total.
