The worst storyline would have to be the halo series because of its cliché sci-fi storyline and its also very transparent you could guess what the conclusion of Halo 3 was by playing the first level of halo: combat evolved.
Fallout 3 has some good bits of storyline, but they're tiny bits. All the interesting personal stuff about your dad adds up to about 10 minutes of game time. Most of the game is just random unassociated locations, not-very-memorable NPCs, and lots of aimless wandering. That puts it solidly into average territory.
For a sci-fi video game, Halo's storyline really isn't bad. The idea of the Covenant -- a multi-species religious culture -- is probably something that's new to a lot of gamers. Overall, the acting in the game was pretty minimal, but it used music very effectively to add drama to pivotal scenes. Halo CE was great for its time (the sequels were sequels, who cares?).
