Best-
Bioshock: "Would You Kindly" Speech
Mass Effect 2: Garrus- "I had reach, she had flexibility"
Metal Gear Solid 4: Drebin- "War Economy" Speech (1st time you meet him)
Halo: Reach: Jorge's end part in "Long Night of Solace"
Black Ops: Anything that Woods says. He really doesn't have any extended speaking parts, so I can't pick out any quote in particular
Red Dead Redemption: Drew MacFarlane's Speech "Came here from the east..."
GTA IV: "What, did you walk here from 1985?" "Yes." (turns around) "Excellent! Now stop fucking staring at me!"

Worst-
Metal Gear Solid 4: "Dieeeeeee.... SNAKE!"
Red Dead Redemption: Carrying a bounty- "when I get out I will fuck you in the eyes!"
Assassin's Creed 2: "EHzio. EHzio Auditore."
Splinter Cell: Conviction: "You remember the airfield, Fisher? You remember that airfield, you asshole? CAUSE I REMEMBER THE FUCKING AIRFIELD!"

Teryn Loghain's Adress to the people right after the battle of Ostagar.
All of Saren's dialogue (Fred Tatasciore really delivered as Saren)
All of GLaDOS' dialogue

Worst:
All of Resident Evil 1, and 2, and 3 and probably the rest of them. In a deliciously narmy good way, though.
Children in Fallout 3.
Most of the Fable series' extras. Hearing them all spout the same 3 lines over and over doesn't help either.

Commands in Age of Empires 2.

Worst:

Those bloody peasants in Fable 1!
Those stupid horrible minions in Overlord.

Call of Cthulhu: Darkest Corners of the Earth has some horrendous voice acting.

As for best Glados is pretty good, and the TF2 teams have some pretty good voice acting.

It's not the best but I give them the "Shield of Good Effort", by them I mean the voice actors of Demon's Souls. They're native Japanese speakers but do a good job at speaking English, so good in fact that I didn't know they were native Japanese speakers.

Worst, Time Crisis games, one day those actors will look back at these projects and cringe.

[Defense]

Final Fantasy XIII chose a great voice actor for Snow, in my opinion. Him, Hope, and Sazh had the best voice actors, but Hope was whiny for too long for me to consider him great.

The worst voice acting is a tie for me. Samus in Metroid: Other M was pretty awful, but Star Ocean 4 was just abysmal, albeit with slightly better dialogue than Other M.

Deus Ex, dispite being one of the best games ever made has some of the worst voice acting I've ever heard, however it's understandable because it was released (almost to the day) 10 years ago.

Absolutely loved the voice acting in Vampire: The Masquerade - Bloodlines. With only two minor exceptions (One of which was meant to be annoying and the other which I suspect was a developer cameo!) every last spoken line of dialogue in that game is just perfectly delivered and fun to listen to. Add to the extremely well done dialogue a damned good script and interesting character design, and you've got one of my favourite character driven rpg of all time!

As for worst... hmm, it's already been mentioned, but I'll say it again. Though I think the game is fantastic, the voice acting in Deus Ex is just painful. Oh God, the Hong Kong section in particular has some of the worst voice acting I have literally ever heard in a game... decent script (Most of the time!) but half the dialogue sounds like its being done by Microsoft Mary and Sam, that's how bad it is!

I was just playing Mass Effect 2 today and I think the male Shepherd's voice is just horrendous. No emotion whatsoever. It's strange, since everyone else's is really good, but for some reason the MAIN character's voice is phoned in.

Also, Far Cry 2's is pretty atrocious. Everyone seems to mutter in a ridiculously fast pace, so I can't hear and can't understand them.

As for good voice acting, my vote goes to Red Dead Redemption. Absolutely flawless in my opinion. John Marston's voice is perfect for his character. Hell, everyone's voice is perfect. Especially guys like Nigel West Dickens. Just look at the chubby bastard with his Monopoly man get-up, and you realize how the voice just suits him perfectly.

Well I'm don't like picking favorites, but I certainly loved:
"Sora! Donald! Goofy!" -Everyone in Kingdom Hearts 2
Now I hated:
"blah blah REVOLUTION, blah blah LEAD IT." -Everyone in Fable 3
But these aren't a matter of voice acting, so I'll just say bioware = good, jrpgs = bad (mostly)
