Well, I think it was probably due to whom was caught on hand, and also to make a point that these were people from civilized/modern countries visiting for this.
As far as the overall effect goes... well Beastiality is not exactly new by any stretch of the imagination, and used to be pretty common. It was right up there with homo/bi- sexuality when it came to the greeks and romans if I remember, with people having shown evidence in the form of artwork and such, not to mention the fact that their gods apparently did some of their seducing in the form of animals.
I think as much as anything this illustrates some failings with our laws and standards, truthfully I think part of the problem is we just don't have the tools to adequetly punish someone for this kind of thing, especially on this scale. Not to mention the fact that they apparently have a client list, yet I heard nothing about any attempts being made to try and apprehend the people on it. Had this been a case of child molestation we'd probably be seeking extradition, however I'm not sure if the goverment would be willing to push to have people extradited for beastiality and animal abuse on US soil. Our laws mostly being set up to deal with guys like Michael Vicks (Dog Fights and such). This is worse than normal animal cruelty, and was also on an unprecedented scale apparently.
We'll see what happens, but I have a feeling we won't see much more coverage on this situation.
