The main character in Outrun 2, he is the definition of douche. Also, 90% of the JRPG characters. If this counts, I made one of my Saints Row 2 guys look like Lee Hawty.

I'm going to say Reaver from Fable 2.
He's that stereotypical better-than-you character. He's smug to an insufferable degree. When characters like this are in a game they are usually 3 types of characters. They could be a villain who taunts you throughout the game which makes it all the more satisfying when you kill the smug bastard. Or he could be that posh upper-class character in a position of power. The character that ignores you when you tell them about the upcoming doom at the hands of villain. Then his fat ass starts to grovel when Godzilla tears up downtown because he was to stupid to listen to you. This type of character could also be a good guy who then turns into a villain, usually because they sell you out to the enemy. Most of the time you end up killing them or they turn good and stop acting like an ass.
However, Reaver is a frustrating exception to all this. He's just as smug as one of those characters but you DON'T get to kill him. Or see him grovel. Or see him involved in anything that gives you satisfaction. He just mocks you and boosts his ego, and you're supposed to be cool with it. He even sells you out like a stereotypical smug bastard, but you don't get any revenge for it. At no point in the game is he below you. It's like he IS better than you, it's just infuriating.

brucie from gta 4. what makes it worse it that you can't ignore the guy because he rings you up and is vital to the story. i actually killed him about three or four times but the fucker kept ringing me to pick him up from the hospital. JUST STAY DEAD YOU COKED UP DICKMONKEY!!
reaver's smugness had no effect on me seeing as how he had a little bullshit mansion in a crappy pirate town while i owned over half the houses in albion it was like a mouse compaired to an elephant with a top hat, monocle and pockets filled with money
