My rough 15 minute translation:

Missing Persons
Remains a Mystery

Munich ? For yet another 20 years now, hundred of cases of Missing Persons continue to remain unresolved. In the Chaos of the postwar period and throughout the restructuring of the government the local officials and American authorities obtained hundreds of reports about Missing Persons. It was assumed that most of the Missing had fled the country. Today the new government asked for a new action to review the cases again.

Noo i think its a police call sounds like he says roger that 10/4 or hes calling for another police car, but thats all i can make out really :/ well at first but after listening to it over and over i think that maybe its that beep then he says "ok this is something thankyou then she replys with roger." :/

have you heard the radio chat with NUFOS? if nto click the arrow going to the right then in the top right in the dark place click the stereo player thing :D

Yeah the radio speaker does change and I think that the list of names on the filing cabinet shoes who talks and when. Also if I'm not mistaken the release date is The 30th October, 2009.

Thanks so much for pointing this one out! I kept mousing over the reel-to-reel, thinking that would be the link for the radio broadcast, but it turns out to be hidden in darkness (or at least hidden to my bad eyesight). Can't wait to see what they'll add next!

Sorry been out a few days. Nah my GirlUnit figured it out long before I did, the girl is crafty like ice is cold. I got sidetracked with wanting to figure out a translation of the 26 symbols into English letters. I'll send the praise her way though.

The talk so far has been "How do I open the lunchbox?" and "What's inside the lunchbox?" I want to know a little more about the lunchbox in general. Where did this strange artifact come from? Who's is it? My theory is that it came from the somewhere in rapture. I know that it is highly unlikely, but this could be this man's daughter's lunchbox. This is where she keeps all the interesting things she's found in Rapture. And somehow this lunchbox has left Rapture and found its way to this man. Highly unlikely, but just a thought. Feel free to disagree.

inside the lunch box, the letter can help decipher the rest of the code, it says to then it has a 4 digit code (someones name) and the from also has a 4 digit code... the last letter of the 'to' name is the same as the first latter of the 'from' name... if anyone can figure out the two names, then it would make more sence to the letter, allocating symbles, to letters... then you can decypher the lunch box n c wht it says...

Just thought I'd mention that if you listen to the whole 'rise rapture, rise' song, at the end it cuts off and you hear a little sister saying " Daddy? Where are you Daddy? Are you going to come for me?" Kinda creeped me out at first.

Ho snap! New puzzle box is now up on the Bioshock 2 site! Something about a 'threefold key' for the 'sevenfold lock'. Curiouser and curiouser. I'm hacking away at it, but has anyone else had any better luck at solving it? Much obliged!

The recording triggered when you look at the recording tape is (to the best I can make it out) as follows:

Edit:
Just an afterthought, the red book at the top of one of the stacks called "The Frozen Triangle" says it's about "The zone of the unknown where ships are lost... and never found!"
Could this have anything to do with the "threefold key"? Although, that's probably too obvious.
