I don't think that is Saren. Remember he had a brother who died during the war I believe that that is him.

Also why is the turian speaking english, that should not be happening.

I remember something about Saren being on Shanxi. And he has the glowing blue creepy eyes.... but yeah, could be his brother, but could be Saren. We shall see.
