I had an idea like this. For any future game, they should do away with the Warlord/Bling perk, and just allow you to attach what ever attachments a particular gun can use. To help balance this, each attachment will have a clear positive effect, but also a negative effect, like adding a master-key will cause the gun to be drawn slower and be less stable.

The way I saw it (and this is for ARs only, I'm actually writing this out in a word document for a blog elsewhere), you would have:
Sights: Iron Sights, Red-dot/Reflex, Holo, Acog.
Magazine: Standard, Extended (gives 50% more), Duel Mag, Quick-pull (smaller magazine, but faster reload), and Drum (all bullets are in gun, so no reload, but make gun slaw to ADS, decrease Accuracy, and makes it slower to wield in general).
Barrel: None, Suppressor, Compensator (increases accuracy, but makes the gun slower to aim).
Under-mount: None, Fore-grip (increase accuracy, but slows ADS and switching between weapons), Bayonet (Allows you to melee the enemy quickly, but causes you to be unable to shoot and move for a second or two. Goes with my removal of the insta-kill melee attack), Master-key (as said above, makes gun heavier, thus slower ADS).
Accessories: These would be dependent on the Equipment perk you chose. An example would be auto-fire for the M16, which would obviously increase the fire to automatic instead of 3bullet burst, but would reduce accuracy greatly to balance.

There would also be a forth perk category, called "Equipment Perks" Which would allow various accessories to be applied, depending on the guns you are using. So the Grenade Launcher would be one of these equipment perks, and only by choosing it can you use the grenade launcher, but it would be balanced like in Blops, by not being able to use any other attachment, plus the same side-effects as the master-key.

They tried that before. It was called Juggernaut. Everyone but the users hated it.
