Balance is achieved through slow and small changes over time. From my experience (Command and Conquer series), if you try to release patches that provides huge changes, you will make something else imbalanced as a result.
Anyways...
OT: Chopper Gunner I'm really on the fence for this game, you need to get 11 kills to get it, and that's without the assistance of other killstreaks, which means it's harder to get it. I'll just say this, if you suck enough to feed someone a chopper gunner, then so be it. I also did not see the opposing team try to use a launcher AT ALL, I only heard a beeping sound from the chopper indicated that maybe a launcher was fired at it, but I didn't see any visual indication of one doing so.
Hardline Pro is something I can't really say anything about, since I don't exactly know how it worked in that video. Although, what are the chances you're going to ask a random pubbie to change it for ya?
I will say the same thing I said about Second Chance in regards to the perks related to it, if you haven't already adapted to wasting a few extra bullets for the possibility that the enemy player has Second Chance/Last Stand from the last 3(?) games, then you deserve to die. This is based off of speculation and since the game isn't out, I can't say anything for sure.
I also got to point out, that before the person got Chopper Gunner, the score was "2800ish-800ish", this means that his team had 28 kills to their 8 kills and this also means that the opposing team was terrible. It would not surprise me if they were too incompetent to try to shoot down the chopper, it also wouldn't surprise me if they fed someone into a chopper gunner anyways.
Edit: I could wrong with what I say now, and end up eating my words a month later, but this is where I stand now.
