I knew a guy late in my highschool years who was legally blind yet he would kick everyone's ass in Doom. He had a 20 inch CRT monitor and kept his nose about a 1/2 inch away from the screen. This is back in the day when a monitor like that was close to 1000 dollars. He could technially see but his sight was so poor he wasn't allow to have a driver's license.

Some people who are "legally blind" can actually have some vision, such as extreme tunnel vision or large blind spots. Hence I think the clarification.
