Prologue:

Sit down. Are you comfortable? Good. I suppose I have to give you the scoop.

Some time into the future, we found out the old stories were true. Vampires existed, or rather, exist. In todays society, no less! An amazing discovery, one could think. But you see, these vampires were not your ordinary live-in-a-castle-and-suck-blood kind of vampires, nor were they the whine-and-sparkle kind. These were bloodthirsty beasts. They hunted night and day.

But they were still intelligent. Perhaps moreso then humans. But they needed human blood in order to survive, that´s the "conflict of interest". And since there was no point in being subtle now that we knew, they went all out. They killed people in the street, using their abnormal strength, speed and general toughness to brush of any attacks.

We had no effective weapons against them. But no good (or bad) things last forever. We developed weapons to fight them. They are still tough to kill, make no mistake, but a weapon is good to have against anything. But ethics demanded we didn´t kill them. I mean, they were US. It didn´t matter that they looked at humans and saw a drink, they were US. We couldn´t just kill them!

But they couldn´t be allowed to roam free. So what would we do? Easy. Exile them. We figured out the only way to keep them in control was to put them in some place where they couldn´t kill people. So we did. We built a city above the waters, 500,000 kilometers from any country populated by man.
We put any and all vampires we found there. Supplied them with donated blood. But it was unsustainable. Everybody knew that. Vampires reproduced. More and more of them started to populate the city in the sea (Or CIS, as it´s known these days). The vampires tired of being trapped like animals. They started a rebellion. Soon, every vampire in CIS joined it.
But they are willing to compromise, live in society like normal people. Yet, we didn´t believe them. Perhaps we were foolish. Perhaps not.

The people who run the place and guard it are aware of this of course, but due to the increase of vampires, they are struggling to merely keep the place up and running. Blood doners are dropping in rapid succesion while the vampires increase in worrying rates. The vampires want out, and we want to keep them in. CIS has become so unstable that we are now facing a serious danger of vampires escaping. The rebellion has had enough of negotiating - it´s time to act.

This is where you come in. Protect humanity or free the vampires?

Um, did you just shift from future tense to past tense in the same sentence? My head hurts...
