I can't say I'm really a veteran, but no there's not a whole lot you really need to know. On the install it basically overviews everything that happened in the first game. Wikipedia could really help you get a better grasp on who important people are. But for the most part, you can just play and have fun, the campaign isn't super-heavy on plot (imo).
If you mean general playing tips... Um... Well, if you're new, don't try going Zerg. The play-style is really different from the other two races, and is the hardest to get used to.

Biggest tip i can give you is to be ready to lose, a lot if you are playing multiplayer while the community isn't terrible and the ranking system is pretty decent the learning curve for Starcraft is beyond massive. So work slowly and don't expect a win every time.

I would suggest subscribing to his channel and watching his videos. he covers alot of high rank gameplay that you can learn massive ammounts from.

Play the campaign, make whatever moral choices you want, upgrade whatever the hell you want and enjoy a game that was well worth the wait. If you're planning on getting into the multiplayer side of things however...look up build orders on youtube or team liquid (http://wiki.teamliquid.net/starcraft2/Main_Page) and learn 3 easy ones, one for each race. Start slow, make sure you learn the basics of always building workers/units and making your buildings on time before you try and do crazy fancy micro and timing pushes, double expanding when you can etc.etc.

Do not CONSIDER skipping it.
For the game itself, move fast. Always have a healthy balance of defensive and resource gathering, don't tip the balance. Learn the Terrans first (do the campaign for that), as they're the most balanced, then Protoss (they're the few-yet-powerful unit race), then Zerg (the weak yet reeeeeeally massive horde race), then pick a favorite.

Step 5 - Watch some replays from pro matches and see what they do, use the 'food' count (unit supply limits) as a time measure. Check some of the most common build orders on sites like TeamLiquid.
Step 6 - After every match online, watch your replay, see what your opponent did, and where you can improve. SC is about APM and good timing much more than about fancy strategy.
