Absolutely not. There is no way to prevent an individual or group of people from giving in to ambition or greed and taking control without the use of force. Humans are hard wired for violence. Unfortunate? yes. Necessary? Also yes.

Sadly not, no matter how perfect things are eventually some dickheads will want to commit a crime. Then others will commit a crime thinking it is ok or that it won't do any serious harm. And then history will repeat itself.
