Can a CPU hold back a graphics card?

Im getting a HD6950 2GB and putting it beside my Q9550 2.83 GHz. Would this CPU hold me back in games? And would an uprade from this CPU to an Intel Core i5 2500K be worth it?

This is reasonable.
A slow cpu can hold your gpu back, but the c2q 9500 is a pretty decent cpu.
I'd prolly go for a cheaper gpu in this case, but you could increase the Anti-aliasing.

CPU this gen (quad core or dual core with hyperthreading) is far more than sufficient for any graphic card.

No.

Q9550 is an LGA 775, the i5-2500k is an 1155. They use different motherboards, so unless you're looking to switch motherboards as well, it's not a good investment. Besides, switching from the Q9550 to the i5-2500k isn't a significant update. If you're that into switching motherboards, you might as well upgrade to an i7 that can hyperthread.

Besides, the Q9550 is no slouch on it's own.

Short answer, yes.

Longer answer, 2.8ghz is just a bit too low, but the CPU itself is ok. Best bet would be to overclock to 3.5ghz if not more.

And yes an i5 2500k would not bottleneck it at all and is a freaking fast CPU, with huge OC potential.

IMO very little of it has to do with the CPU speed, but instead on the FSB speed (or QPI as the new intels have it).

It just so happens that newer computers generally have better FSB speeds.

For example, my old PC I underclocked the CPU speed but overclocked the FSB speed with my geforce 8800 and the performance gains were very noticable, along the lines of 10-15fps more.

I'm having trouble finding the article I was thinking of but this one gives an interesting look:

Some key points to note:
The Athelon X3 is using TWO 5870s in crossfire, while the i7 is using a single 5850.
The Athelon X3 achieves nearly identical FPS across all resolutions. This indicates a clear CPU bottleneck, and also demonstrates how that works - that is, the CPU is only capable of outputting so much info to the PCIe lanes/GPUs
Even the X3 (worse than your C2Q) can output decent framerates, bottleneck and all (keep in mind, most monitors are 60hz/60fps capped)

Well I have two options here

1. Completely rebuild my PC ( Ive already choose all the parts).

2. Only upgrade the GPU and PSU.

Im probably going for the first option, but whats holding me back is that allot of people say my CPU isnt that bad and its not worth upgrading. Plus I really would like to not spend all of my 500 euros on this, but I really want a good rig.

I have an GTX460SE. I was just asking if my CPU would bottleneck the gfx card, and it looks like it will so im comepletely rebuilding my PC. My new PC setup:

Intel Core i5 2500K 3.3 GHz
AMD HD6950 2GB
ASUS P8P67 LE Rev
Cooler Master Silent Pro M700
6GB DDR3 1333 MHz
1TB HDD 7200RPM
NZXT. Hades or Lexa S case

The good part is im selling my old CPU, two GPUs, motherboard, PSU and the case and im getting 250/300 or even more for that at the store. Im kepping my old HDD, RAM and DVD drive. It will cost about 455 euros.

The components im selling are:

Intel C2Q Q9550
Intel DP45SG motherboard
Nvidia GTX460SE 1GB (its only a month old, but im getting shitty results with it thats why im selling it)
Nvidia 9800GT 1GB
Energon EPS-750W
Raidmax Ares case

Yes, that means a complete overhaul. The gtx460, even a SE, should be a decent match for your old q9550.
Sounds like you want really high end, in which case the complete upgrade makes sense.
