Can anyone recommend a "scary" game?

You said not to recommend any PC games, but the Penumbra series doesn't have much of a requirement and its cheap. But the main thing is that it IS scary. Put it this way, your alone in the dark with nothing but a torch and a glow-stick, and your expected to navigate your way through the area when your only choices of response to being spotted by a creature is RUN or DIE. Well worth it mate, and I'm sure your PC can handle it. (As a side note, there are 3 penumbra games, i haven't even beaten the first yet, I stopped playing after 2 hours and haven't touched it again since (unless one of my mates forces me :p), so yeah its scary)

Silent Hill 4: The Room. Go get this now!
I'll take your word for it that it's scary, but shouldn't quality also be an important factor? It becomes painfully obvious in the very first level that The Room is an insult to the Silent Hill trilogy to a degree that Origins and Shattered Memories never achieved.
No way! The Room was an awesome game, I'd have to say my favourite of the lot. Though not as true in feel to the first three (or the second 2 because the first one I thought was average at best) I just thought the whole idea of it was awesome.

System Shock 2. People have been known to throw their PCs out of the window in fright at this game.

Also, is your PC really sucky enough to not run an eleven year old game?
Do you know the games specs?

Ju-on: The Grudge for the Wii. I've heard that's scary.
It's also quite...meh. Controls aren't exactly the best, and all you can do is move VERY slowly. You're better off just watching the Grudge instead.

I can't really think of too many games that are legitimately scary. I guess you could try for the original Silent Hills (especially 2), and I know I've found the PC version of the first online.

Then the Fatal Frame games (I've only played the first two).

Since you have a 360 find this game and buy it. Hands down the scariest game ever.

Just the box looks really rather frightening.
I was thinking maybe dead space for the more jumpy kind frightening but that definitely takes the biscuit.

I have $110, a PS3, Wii, and 360 and I feel like playing a scary/horror game that is ACTUALLY scary. I played F.E.A.R 1 and 2 and neither were scary. Can someone please recommend me a scary game?

EDIT: My PC has the worst specs ever so please do not recommend any PC games.
Call of Cthulu: Four corners of the earth, Penumbra, Amnesia looks awesome, Haunting Ground, Project Zero,System Shock II to name a few.

I respect that your PC specs aren't that great, but check into the PC series called "Penumbra". If you CAN run it, you should. Wonderful games.

Failing that, Call of Cthulhu: Dark Corners of the Earth. It's great right up until the ending area. Shame.

F.E.A.R, and F.E.A.R Files (Which is much, much scarier than the first one)

Also, Dead Space.

I laugh at gorey horror movies, so I can't say any of them are "scary." The Wiggles & Teletubbies; now THAT'S scary.
