Amnesia: The Dark Descent.

It's not so heavy on the action, mostly just the horror. You won't actually be fighting things so much as running and hiding from them. But it's very scary.

It's basically an evolved version of Penumbra, which is unsurprising considering it was the second series from the same development studios.

For just plain horror I'd go with Penumbra and Amnesia: The Dark Descent like what everyone has already mentioned as well as the Clock Tower or Fatal Frame series. Definitely have a look at some Fatal Frame gameplay footage.

As for the action/horror genre there's the Resident Evil series like you've said, as well as the F.E.A.R series which is my personal favourite within the horror genre. There's also another called Dead Island that everyone talks about now.

I guess for the sake of your question you could also add a 'minimal action/horror' genre which don't tend to have as much action elements as others. Games I'd stick here are the Silent Hill series and Deadly Premonition.

Out of that list, Fatal Frame and F.E.A.R are ones that I'd suggest looking up.

Call of Cthulu: Dark Corners of the Earth. Old game, which hasn't aged too terribly, it can still freak the shit out of you. and if you let yourself, you can get immersed so deep into it that you will want to hide under the bed. You would probably need a PC though.

Its a bit old, but have you played Eternal Darkness: Sanity's Requiem for the Gamecube? I recently got it from amazon on the cheap and it has quickly become one of my favorite horror games.

I'm half way through Condemned right now, that's a damn good game.

Perhaps not horror as you might imagine, but definitely a survival game and is pretty scary. Mainly because your character actually moves like a normal human: slow, gets tired easily, swings weapons slowly, gets knocked back when hit and dies just as easily as the enemies do.

Depends, do you mean survival horror where you're scared? or an action game with ghosts and infinite ammo that gets mistaken for horror?

If you're looking for real true survival horror you need to check out the Silent Hill series, especially number 2. There isn't an interconnected plot between the games so you don't have to worry about playing them in order.

As for more action/horror, I second most of the things everyone has already brought up, although if you're looking for something that's all action and only looks horror then you need to play Painkiller. It's more or less the unofficial Doom 3.

Well for the 360 the game that comes to mind immediatly is "Silent Hill: Homecoming". It's pretty solid, most of the complaints about it came from it being a bit more action oriented than other "Silent Hill" games.

Other than that, there is "Alan Wake" which someone suggested earlier which isn't bad.

As long as this console generation has gone on, quality RPGs and horror games both seem to be in short supply.

If your willing to play on the PC you have more options, people have mentioned numerous games already such as "Penumbra" and "Amnesia" (which I am personally not a huge fan of). If you don't mind old games with very dated graphics, there is "Realms Of The Haunting" on GoG which is sort of a cult classic.

Despite criticisms I thought "Obscure 2" was not bad, I played it on the PSP, but there is apparently a PC version.

Really, the big platform for horror games is oddly the PS-2, most of the good ones are last gen. Even if it was very Japanese, I still think nobody has quite outdone the "Fatal Frame" triology.

You could try Nightmare House 2. Graphics are a bit dated, but it's still a great game. Besides the name of the hospital. Who the hell names a hospital 'Never Lose Hope Hospital'?

Edit: Forgot to mention- Nightmare House 2 has a thing called the 'Auto Scare System'. It'll cause random things to happen at random intervals. (Like the lights going out, whispers, knocking on windows, etc)

Any Silent Hill game apart from 0rigins or Shattered Memories. Recommend the second one the most.

Dead Island.

Clive Barker's Jericho or Undying. Have to say I reccomend Undying more though.

Saw: The Video Game. Not Flesh and Blood, though.

Either of the Condemned games.

Velvet Assassin. Granted, it is more of a stealth game, but there's nothing scarier than hiding behind a bit of wall listening to a pair of Nazis jabber on about how much they want to kill you and how they enjoy the aroma of burning corpses.

RE4 HD would be a good choice. I'm thinking of buying it even though I originally played the crap out of it and unlocked basically everything you can in the game on Gamecube. Would be fun to go again in HD and get some achievements.

You could also consider RE Code Veronica X HD which just came out as well. It plays more like the original REs with tank controls instead of a 3rd person over the shoulder mechanic like 4 and 5.

Do you have a Gamecube? I'd recommend playing Eternal Darkness. Very interesting game as you have a sanity meter. As you get more insane strange things occur. It is very dark and has a creepy atmosphere.

You might also want to check out the Fatal Frame series. It has a very creepy atmosphere as well.
