CS:GO is not a car, boat, bike or anything else that can be driven so no, no you can't.
About 10 seconds of googling finds you the required specs [http://forums.steampowered.com/forums/showthread.php?t=2672043] which you're not exactly close to either so you can't run it on your laptop either.

Actually those are some guy's pre-release guess at what the specs would be from back in 2012. Probably the kind of mistake the OP was hoping to avoid by asking here.Aethien said:
