Enslaved, Jet Set Radio/ JSR Future, Sonic Generations.

The platformer Outlander and Cave Shmups are very colourfull too with vibrant contrasts.

I think enjoyment comes down to finding out just which playstyle suits you the best. I always find that Might/Sorcery is by and far my favorite destiny in the game. I got up to Champion level and I'll just say this: Nothing stands a chance in frozen Hell. I hit mobs with Mark of Flame and then proceed to unleash Elemental Fury(Rage? I can't remember which) and immediately detonate Mark of Flame afterward. Whole swathes of Tuatha fell in 5 seconds while I was on my way to the final boss. Also, nothing was so satisfying as wailing on one enemy with a Longsword and at the turn of a dime, whip around to shoot a bolt of lightning into the faces of encroaching foes.

That said, I wholeheartedly back up Kingdoms of Amalur: Reckoning. Great music, beautiful environments full of color that are also diverse and quite expansive. Fluid, responsive gameplay and I rather enjoy the story. Overall great game.

I also wholeheartedly back Ōkami. For reasons that I'm sure everyone and their grandma has stated before.

Odin Sphere is an Action RPG with some great visuals, combat, story, and characters while Muramasa: The Demon Blade is a Hack and Slash with RPG elements that offers the same (seeing as how they are both made by Vanillaware).

There is also the Fighting game Skullgirls, which is full of beautifully hand-drawn visuals, environments, and characters throughout the game (as well as being a tournament worthy title).

They are platformers in the purest sense. You will be running and jumping and collecting, but the characters are very endearing and the games have a nice sense of humor.
Cool may give those a look (probably will as getting burnt out on RPGs atm) I havent played many platformers recently the last one I played was Alica madness returns which I liked actually come to think of it that was quite colourful for the most part but also not exactly a happy game suppose it seemed to mix colourfulness with dark themes.

The most under-rated game of this generation fits the bill: Viva Pinata.

Though in fairness it plays like a good version of farmville or the like.

The recently released Bioshock Infinite is a gorgeous game with a wonderful colour palette. Not sure it's up your alley in terms of interest, but from what you've described, it seems like as good a suggestion as any.

+1 for Okami, Skyward Sword, Journey and Beyond Good and Evil.

Provided you have a PS3, pick up the Sly Collection, the Ratchet & Clank Collection and the Jak and Daxter Collection. You can also pick up the Spyro and Crash Bandicoot trilogies on PSN.

There's also the very obvious Katamari franchise, which is basically colors-incarnate wrapped in a surrealist cellophane. If you have a PSP, LocoRoco. And there's a wealth of such games all over the (3)DS's library.

Need a good fighter of such a palette? BlazBlue has you covered.
A racer? Give WipEout and Blur a shot.
An RPG? Any Mario RPG will fit the bill. Plumbers not your thing? Kingdom Hearts.
A shooter? The recent BioShock Infinite is gorgeous, but there's also Borderlands 2 if you're feeling a little more cartoony.
Stealth? Dishonored might not use every color in the rainbow, but it definitely makes the color it does have feel vibrant.

Something just plain different? Flower and Journey.
Something... really different? Noby Noby Boy.

Hotline Miami is the most vibrant game of 2012 hands down. Unfortunately all those over-saturated 80's colours will all eventually be turned various shades of a horrific blood red, but I guess that's still colourful right?

Da Blob, The Void. Well I think the void....I never really played more than ten minutes of it, but I remember using colors.

Audiosurf can be pretty colourful depending on what song you use for your games. Quite a nice little time sink that one.

Or he could, you know, get the two originals instead, considering they are availible on XBLA pretty cheap, and the ports from N64 are VERY good, and the camera is more easily controlled with the second analog stick instead of the C-Buttons. I've also heard good things about Nuts & Bolts, but I don't dare try it in fear of my 10-year old self time-travelling here and slapping me for tainting my childhood memories.

The visuals for Bastion are very nice. Not sure if they are epic, but it's an excellent, original and very very good-looking game. Not to mention great fun to play. And of course, dat narrator.

The Fable games are fun (not counting the Kinect one) and the Ratchet and Clank games from the PS2 are great fun.

Jet Set Radio. Its on Steam now so go get it.

Viewtiful Joe was another good colorful game, don't know if there is any easy way to find that game.

Hotline Miami is also pretty colorful, although if played correctly you should mostly see red.

Also, I recommend Muramasa: The Demon Blade. Very pretty hack-and-slash sidescroller. It's for the Wii, but is coming out for the Vita soon.
Also, El Shaddai: Ascension of the Metatron. The most surreal action-platformer I've ever played. Beautiful aesthetics, even if the game is on the easy side.

lots of good examples. i'd include the PSN metroidvania game outland, which has a color switching mechanic in a very detailed and colorful world.

i'd also include donkey kong country returns for wii.

If you have an XBox (or a PC) I can recommend Minecraft, Terraria, and Spelunky. If you have a PC, Spelunky also has the added benefit of being freeware.

The Saints Row series is also a contender, as even though the first one was a GTA clone without shame, they've moved away from the "GTA clone" part and embraced the "without shame" theme whole-heartedly, and the entire affair is very visually interesting.

For first-person shooters, I'm tempted to say Team Fortress 2, though I've never played it myself. I have played the Portals, however, and they were a blast. Bioshock is a good story-driven FPS, with interesting, if dark, visuals and gameplay that still delivers. Bioshock 2 has better gameplay than the first, but the story isn't as well delivered and suffers as a result. Bioshock Infinite is certainly bright and colorful and more importantly fun, but if you're on a budget it might be worth it to wait for the price to go down.

If you're on a Playstation of some kind, try the Disgaea and Dark Cloud series. My experiences with them ended with the PS2, but they were great fun while I had them.
