Whitney and her fucking Milktank from Pokemon Gold and Silver.
Attract, rollout, rollout, milk drink and this continues for most of the match.
The worse of it it when you beat her, she just starts to cry.
Still not as bad as Clair though, she makes you go on this fucking side quest to prove yourself worthy of the rising badge. A perfect example of what it means to be a sore loser.

I also hate Garrosh Hellscream from WoW. Oh bloo bloo bloo, my dad died. I'm going to sit here and be emo in Nagrand for a few years. And when I finally do get off my ass, it's to start another massive, pointless war with the Alliance- and while I'm at it, why not alienate the other races of the Horde by sectioning off our main city? I'm sure the goblins won't mind living in the ghetto, and the trolls certainly won't mind getting kicked out entirely!
I faction-transferred my 5-year-old druid from tauren to worgen just to get away from that failure of a leader. Varian's not much better but at least he has a reason to hate the orcs.
And finally, this asshole.
Matt Engarde, final defendant AND the murderer from the last case in Ace Attorney: Justice For All. Not only did he arrange for the murder of the victim-- he hired a trained assassin to kidnap Maya so Phoenix would be forced to defend him. In addition he ruined Juan Corrida's marriage and caused his wife Celeste to commit suicide, which also drove her apprentice Adrian Andrews to attempt suicide. Then he hired Adrian as his manager, just to rub it in.
What an utter douche.

Reaver, from Fable 1 and 2- Awesome villian, he's utterly horrid and you are meant to hate him. There are no redeeming factors about the guy and everything he says makes you look for the option to whack him in the face. I love him because I hate him.
Cloud- Whiny son of gun, who really should have been told to grow a pair by...well, just about anyone.
Sephiroth- The guy is creepy, not in the bad guy way but in the 'don't touch with a 40ft pole' kin of way. Also, as someone else has said, the guy's dialog sounds like something from slash-fiction.
Yuna, Breath of fire 4- I like a cunning a villain, but not when their smug, karma escaping ass that you don't get to beat the living tar out of. Less about the character more about how it all ended.
N, Pokemon Black/White- Nothing against the guy, but everytime I see related fanart/fanfiction/ fandom of him, I want to curl up and cry.
And finally:
Aeris from FF7- Lots of people I know ask me why, here's the reasoning. A touching deathscene does not excuse a character from being a sickening sweet ball of sunshine without flaws. She was just too nice and sweet, sure you could agrue it's to blanace out the dark world and because she wasn't human. Thing is that still doesn't make me care about her anymore, she was too prefect. Most people might class that as Mary-Sue with a heaping dose of Too-Pure for this World, which doesn't really tug on the heartstrings in the slightest.

I know, right? Anders was my second-in-command in Awakening, even though I tend to prefer only one mage in the party he came along because he was awesome. Brucie Kibbutz from GTA IV, he's such a tool and doesn't really fit with the tone of the game. I also hate Florian Cravic/Bernie Crane. He's annoying, his missions are pretty stupid, and furthermore despite being a "gay" character, he isn't compelling. He's just a mashup of gay stereotypes. Gay Tony is a much better gay character. He manages to be gay without being a stereotypical flamboyant queen. The character of Gay Tony is more respectful of gays than Bernie Crane.
I hated Hope from Final Fantasy XIII from the moment I saw him. I know it's a very typical example, but I just couldn't think of anyone I despise more.
I don't hate Vanille though. Why? Because she slapped Hope in the face, and that's more than enough reason for me to like her.
