Couldn't they have just... I dunno, reduced the distance? I mean, I'm sure a hundred or two hundred feet would make a significant distance rather than two thousand. It wasn't so much that the idea is flawed as a whole, but that parts of it needed changing. That, or they could have specified specific areas rather than "anywhere children might go".
