Err..No? Taking an extreme case and generalizing it across an entire demographic is generally a poor way of analyzing things. Besides, I don't think the value of human attachment is one of those things that scales with population. There's plenty of possibilities why they could be exempt from the One Child Policy. First of all, it applies only to Han Chinese, not to minorities. Also exempt are farmers and the like, who "need" more children to survive. Who knows?
