Considering over 90% of the population were non-voting helots, that doesn't sound very democratic to me. Democracy is defined as "a form of government in which all people have an equal say in the decisions that affect their lives". Note the word "had", that was in the past. It's debatable whether the U.S. was actually a proper democracy before it abolished slavery. Also there's no reason to suppose that democracy would have never survived without Greek survival, after the end of the Roman Republic in late BC times (with the formation of the Empire) there weren't any proper democracies for over a millennium and that didn't hold it's modern form back.By your logic America isnt a Democracy, we had slavery, and some believe in Eugenics. The Roman Republic had Slaves and a priveledged upper-class. Yet they were still a democracy.
If Greece would have fallen to the Persians, Democracy could have possibly never survived (considering at the time, there were no other democracies (except for a young Roman Republic)

Nobody wants to be part of the Imperial Guard if they have the choice of becoming a Space Marine. Just about every single enemy on the battlefield is bigger and takes more punishment than an Imperial Guardsman.
