A person drinking is more likely to make poor decisions. Such as getting into a car. Which can then hit someone. And kill them. Or severely injure them. And on the topic of second hand smoke, considering that most places ban smoking and you can only do it outside or in your own home now, it's fairly easy to just like... move away from the smoker. Although it is pretty shitty for children who have to live with smokers.
